Will Apple accept app if core of app are mostly notifications, than app itself?

Before purchasing Apple Developer Program to publish my first app to App Store, I'm interested in one question. The core of app - local notifications. Once user select a proper option in app, he could push it to background and wait for notifications, which will come every 1,2 or more hours. So, do i have a chance, that apple will accept my app? cause the main goal of notifications, as I suppose, - return user to app and vice versa my app encourage people just read and delete notifications. (new notifications are loading in background while fetching info from server). Is any official restriction from Apple about it?
